A chapter dinner meeting with one hour of CE, is generally held on the third Wednesday of each month. Dinner meetings are usually held at Vinny’s Italian Grill, 11105 Leavells Road, Fredericksburg, VA 22407. They usually start with a get together at 6:30 p.m., dinner at 7:00 p.m. and the speaker at 7:30 p.m.

Program: US Tax Court – What Were They Thinking?
This presentation will review how Tax Court petitions and cases can be used in our preparation and representation practice to provide additional skills for the preparer and another set of tools for advocating zealously for our clients. After attending this course, the attendee will understand:
• Where does tax court fits in levels of authority
• When it is beneficial to file a tax court petition
• Types of type court cases
• Types of rulings/decisions
• How and why to read a court case
We will also review recent tax court decisions to discuss how they affect our practice and our clients.
Speaker: Judy Gilmer, EA, USTCP
Judy Gilmer, EA, USTCP is a self‐employed practitioner in the Hampton Roads area of VA, specializing in Individual Tax Returns, Small Businesses, and Representation, with a niche for issues related to Military and Other State Returns. She has a Bachelor’s degree in Chemical Engineering with a minor in Vocal Performance. Judy has been an Enrolled Agent (EA) since 2002, graduated as a Fellow from National Tax Practitioner Institute (NTPI) in 2010, and was admitted in 2013 as a non‐attorney to practice in the US Tax Court (USTCP). She currently serves as Vice President of Education for the Hampton Roads Chapter, is a Director on the Board for VASEA and serves as a member of the Education Committee.

Program: Representation Update
The IRS has seen dramatic cuts in its budget that has led to decreases in staffing, service and enforcement. This course looks at the raw numbers and analyzes how the multi‐year trends have impacted representatives and taxpayers who interact with the IRS. We will review the latest iteration of the IRS’ Dirty Dozen Tax Scams; identify trends in Collection, Offer in Compromise, and enforced collection activity (liens, levies & seizures). Included in this course is an analysis of penalty assessments along with some tried and true reasonable cause penalty abatement advice with examples.
Speaker: Mark Seid, EA
Mark F. Seid is an enrolled agent, certified public accountant and is admitted to practice before the U.S. Tax Court. He was an Internal Revenue Agent with the IRS in San Jose and San Luis Obispo, California. Mark is an NTPI graduate. He has served as a state director for the California Society of Enrolled Agents (CSEA) and chaired the CSEA Finance and Budget committee. Mark has an active tax practice in Paso Robles, California specializing in small businesses and tax controversy. He regularly presents courses to tax professionals on issues impacting small businesses. For the last several years Mark has been presenting federal and state tax update courses throughout the United States and internationally.
